In brief: Cuba

* Alina Balseiro Gutiérrez, the president of Cuba’s national electoral commission, has presented preliminary results from the 24 February referendum on whether to approve or reject a new constitution. According to Balseiro, the new constitution was approved with 86.85% of the votes while 9% cast 'no' votes. The previous 1976 constitution, which previously underwent reforms in 1992 and 2002, was approved with 98% of the vote. The new constitution introduces limited economic and social changes while retaining the one-party socialist system.
