Mexico: The devil is in the detail

An amended version of the new law creating a National Guard (Guardia Nacional – GN) was approved in a 463-to-1 vote in the chamber of deputies on 28 February. Approval followed key changes made earlier in the senate. Final passage into law will depend on the bill being ratified by a minimum of 17 of the country’s 32 state legislatures. This is well within the government’s grasp since Morena, the ruling party, already controls 19 state legislatures.
