Caribbean & Central America - May 2019

Introduction

In this May edition of Latin American Regional Report: Caribbean & Central America, we begin by looking at Panama. Ever since the new larger locks for the Panama Canal were completed in 2016, the work of the Panama Canal Authority (ACP) has been presented as a success story, boosting shipping transits and bringing in rising revenues. While that is certainly a part of the story, we consider some significant challenges ahead such as ongoing controversies over the composition of the ACP’s leadership, industrial relations, and perhaps most critically, over a shortage of water in the canal lock system.
