PANAMA: Canal issues - people and water

Ever since the new larger locks were completed in 2016 the work of the Panama Canal Authority (ACP) has been presented as a success story, increasing shipping transits and bringing in rising revenues for the country. That is certainly a part of the story, but there are also some significant challenges ahead. There are ongoing controversies over the composition of ACP’s leadership, over industrial relations, and perhaps most critically, over a shortage of water in the canal lock system.
