ECUADOR: Moreno reshaping foreign policy

Ecuador’s President Lenín Moreno has made a concerted effort to deepen diplomatic relations with a comparatively new ally and an old ally in recent weeks. It was under Moreno’s predecessor, Rafael Correa (2007-2017), that relations really took off with South Korea, which designed Ecuador’s first City of Knowledge, Yachay, in the northern province of Imbabura, including a new university and some 19 research centres. But relations stalled amid the failed negotiation of a free trade agreement (FTA). Moreno is seeking to revive them. Last week Lee Nak-yon became South Korea’s first prime minister to visit Ecuador since bilateral diplomatic relations were established in 1962. Moreno is also presiding over a complete thaw of diplomatic ties with the US which became frosty under Correa.
