Brazil: On 8 May, US President Donald Trump issued a statement to the US Congress expressing his intent to “designate Brazil as a Major Non-NATO Ally (MNNA)”. The designation comes as a recognition of the Brazilian government’s recent commitments to increasing defence cooperation with the US and as a recognition of the US’s interest in strengthening defence ties with Brazil. US law states that Congress must be notified 30 days in advance before a country outside of the North Atlantic Treaty Organization (Nato) can be designated as a military ally. The only other MMNA in Latin America is Argentina, which was designated in 1998 under the administration of Bill Clinton (1993-2001). A statement shared earlier this year by the US embassy in Brazil affirms that the benefits of receiving MMNA status are “collaboration on the development of defense technologies; privileged access to the US defense industry; and increased joint military exchanges, exercises, and trainings as well as special access to military equipment financing”. On the same day the US expressed its support for Brazil beginning the accession procedure to become a member of the Organisation for Economic Cooperation and Development (OECD).
