URUGUAY: Ploughing ahead with UPM II project

The Frente Amplio (FA) government led by President Tabaré Vázquez has taken further steps to advance its plans for Finnish firm UPM to build a second major pulp mill in the country (UPM II). The government considers the development of the US$2.3bn project to be essential for Uruguay’s economic development and would like to secure its construction ahead of October’s general election so that it can present it as one of its achievements. However, the project still faces some significant resistance by local civil society organisations, and the government’s determination to push it through could end up costing the FA votes.
