REGION: US policy at a critical crossroads

The US 'war on drugs' appears to have reached a critical crossroads, which is being admitted only obliquely in pronouncements by the top State Department official involved in narcotics control and perhaps more eloquently in the cutback in bilateral antidrug aid requests for the coming financial year. In the background, not only is the drugs trade rebounding strongly from the huge eradication effort of the past few years, but political leaders in at least two drug-producing countries - Bolivia and Peru - have committed themselves to liberalising coca cultivation.
