*Chile's President Sebastián Piñera has presented his ‘digital matrix’ plan which seeks to reduce the technological gap in Chile and promote the country’s development as well as finalise the deployment of the Fibra Optica Austral fibre optic cable with a Cl$52bn (US$73m) investment which he said aims to address the lack of connectivity in the Los Lagos, Aysén, and Magallanes regions. Piñera said that at the end of 2018, 44% of Chilean families lacked access to the internet with a fixed connection. His digital matrix plan comprises three planks: 1) to define and respect the rights of digital citizens; 2) to improve investment and infrastructure; and 3) to reduce the digital gap by 2022 so that all public educational establishments in the country are connected with quality internet.
