BRAZIL: A reminder of the prison problem

A spate of murders across four prisons in Brazil’s northern state of Amazonas has once again shone a light on the failings of the country’s penitentiary system. State-run prisons are overcrowded, underfunded, and notoriously violent, and recent efforts by state governments to crack down on prison gangs and implement stricter rules have come up against the power of local drug trafficking organisations (DTOs), as seen in January in the state of Ceará [WR-19-02].
