Readjusting the security policy shift. After having announced an end to the 'zero tolerance' policy towards street gangs pursued by his predecessor [SSR-06-02], President Manuel Zelaya first quietly resumed antigang police operations in San Pedro Sula and Tegucigalpa, then borrowed a page from two of his neighbours, El Salvador and Guatemala, and decided to resort to the military to bolster police action. In response to demands by business leaders in San Pedro Sula, the country's second-largest city and one of the most affected by violence, he announced on 4 March that a special military unit would be created for this purpose.
