REGION: Coping with own brand of international terrorism

The uproar caused by the recent publication of the US government's Country Reports on Terrorism 2005 [SSR-06-05], set against even more recent developments in Latin America, has once more brought to the fore the differences in how Washington and its neighbours to the south view the issue. The region has scant experience of what the US has been describing as 'global' terrorism, and its own experience of 'international terrorism' is very varied.
