The struggle to reduce debt beginning to pay off

The annual outlook from the United Nations Economic Commission for Latin America and the Caribbean (Eclac) shows all Caribbean countries recording growth in 2019, and a reducing debt burden. But there is considerable variation in these projections, ranging from Dominica (9.9%), which is still rebuilding from Hurricane Maria in 2017, to Barbados (0.1%) which should just avoid a recession.
