BRAZIL: Police surprise everyone with 'mega-operation'

Brazilians witnessed on 23 March the biggest-ever countrywide police operation, involving more than 25,000 officers, which in less than 24 hours resulted in more than 23,000 arrests. It was wholly unprecedented, not only because it was a coordinated effort of the state-level civil police forces, but because it was an initiative of the police themselves, not the political authorities - who were only informed when it was about to get under way.
