Emission reduction plans confirmed but clean energy commitment unclear

Mexico’s ministry environment & natural resources ministry (Semarnat) on 1 October published the ‘preliminary bases of the emissions trading system (ETS)’s pilot programme’ in the official gazette (Diario Oficial de la Federacion). The programme is a central element of Mexico’s commitment to lower its carbon output, as specified in its 2012 general law on climate change (LGCC) , which was amended in July 2018 to include the creation of the ETS that begins with the pilot programme. As a signatory of the 2015 Paris Agreement , Mexico opted to adopt significant measures to decarbonise its economy, a commitment that was ratified by the senate in 2016.
