Uruguay’s president-elect Luis Lacalle Pou announced his cabinet on 16 December, while promising a “government of action”. Just three weeks after his victory by a wafer-thin margin in the second round of presidential elections, and two-and-a-half months before he takes office on 1 March 2020, Lacalle Pou wrapped up negotiations between his centre-right Partido Nacional (PN, Blancos) and its four partners in the ‘multi-colour’ quinquepartite coalition. Awarding each party positions commensurate with its size and performance in the general election was not Lacalle Pou’s only challenge as he also had to consider the relative strength of internal party factions.
