NORTHERN TRIANGLE: Migration accords continue to attract concern

Three bilateral migration accords signed last year by the US and (separately) El Salvador, Guatemala, and Honduras, continue to attract international condemnation. Institutions such as the United Nations High Commissioner for Refugees (UNHCR) as well as civil-society groups warn that the agreements, which are known as Asylum Cooperative Agreements (ACAs), violate US and international refugee law. Such groups also raise major concerns about human rights in the three countries which are among the most dangerous in Latin America and the Caribbean and whose capacity to protect and process asylum seekers is at best severely limited.
