Missile destruction talks begin. The US government's willingness to discuss President Daniel Ortega's offer of a quid-pro-quo on the destruction of the portable surface-to-air missiles remaining in Nicaragua's arsenal, conveyed in August by ambassador Paul Trivelli [SSR-07-08], has translated into negotiations. The first round of talks were held in Managua on 2-3 October, with a US delegation headed by Richard Kidd, acting deputy assistant secretary of State for political-military affairs and director of the State Department's Office of Weapons Removal and Abatement.
