In brief: Guatemala removed but Panama remains on France’s list of tax havens

* The French government has removed Guatemala from its list of tax havens. This follows Guatemala’s ratification in 2017 of the Organisation for Economic Co-operation and Development's Convention on Mutual Administrative Assistance in Tax Matters. However, Panama remains on the list despite signing a statement of intent in November 2019 with France, which creates a joint taskforce whose goal will be to exclude Panama from France’s list of non-cooperating states and territories. The taskforce is due to convene twice a year, alternating between Panama and France, and will comprise representatives from both countries’ foreign ministries and their respective embassies depending on the place of the meeting.
