ECUADOR: Tax reform takes effect, dividing indigenous

Ecuador’s new tax reform came into force on 1 January - but not without some eleventh-hour drama. Deputies in the national assembly approved the tax reform initiative on 9 December but they then had to vote on a partial veto by President Lenín Moreno eight days later before, on 30 December, approving the reform’s publication in the official gazette the following day. If it had not been published before the end of 2019 the treasury would not have been able to collect some of the taxes outlined in the reform in 2020. This all caused ructions between the country’s largest indigenous organisation, Confederación de Nacionalidades Indígenas (Conaie), and its political arm Pachakutik (PK) after PK deputies voted in favour of publishing it.
