Introduction

As governments across the Andean region have increasingly demonstrated a willingness to scapegoat Venezuelan migrants for problems of crime and insecurity, the coronavirus (Covid-19) pandemic threatens to add to this rising tide of xenophobia. We begin this March edition of Latin American Regional Report: Andean Group by exploring the effects of border closures and states of emergency in the context of the increasingly repressive migration regimes in Colombia, Peru, and Ecuador, home to over 3m Venezuelans between them.
