COLOMBIA: Power struggle could undermine virus response

President Iván Duque is locked in a power clash with Colombia’s most powerful mayors. At issue is who ultimately calls the shots when it comes to combating the coronavirus (Covid-19) pandemic. This battle of authority is not confined to Colombia. It is playing out across the hemisphere and threatening to hamper a coordinated national, let alone international, response to the virus. But Duque, whose approval rating has staged a recovery since the onset of the coronavirus threat, seems reinvigorated by the challenge.
