COSTA RICA: Misdeeds in police & intelligence under scrutiny

November was a bad month for Costa Rica's law-enforcement and intelligence establishment. First, the public heard that the number of police officers investigated so far this year for illegal activities was twice as high as in the whole of 2007. Then came the news that a top intelligence official and eight of his staffers had been accused of running a cheque fraud racket from their headquarters.
