JAMAICA: Criminalising gang membership

The government of Jamaica is planning to introduce legislation that would criminalise gang membership. This was announced in early November by the national security minister, Trevor MacMillan, who cited a number of precedents in the hemisphere - though he did not dwell on the fact that this has not proven to be the expected panacea in Central American countries.
