COLOMBIA: Cuba controversy undermines peace process

The addition of Cuba on 12 May to a US list of countries ‘not fully co-operating with counter-terrorism efforts’ represented a significant victory for the Colombian government, which had been lobbying for this for some time. It was a far less promising omen, however, for the prospects of renewed peace talks between President Iván Duque’s administration and Colombia’s armed groups, an eventuality that has taken blow after blow in recent weeks [WR-20-18], and now seems as distant as ever.
