The conundrum of how to manage the coronavirus (Covid-19) outbreak in prisons is one of the many challenges that the pandemic has brought governments worldwide. The early release, or release on house arrest, of low-threat or immunologically vulnerable prisoners is a strategy that was advocated by the United Nations High Commissioner for Human Rights, Michelle Bachelet, in March, and was followed in a number of countries.
