Reform bill sparks public security debate

Uruguay’s President Luis Alberto Lacalle Pou delivered on a campaign promise on 23 April when he presented a wide-ranging reform bill containing more than 500 articles to congress. Known as the ‘ley de urgente consideración’ (LUC), this extensive piece of legislation must be debated by congress within 90 days, or it will take effect in its original form. The LUC’s largest chapter concerns public security, with around a quarter of the total articles dedicated to this issue.
