VENEZUELA: Pandemic puts sanctions in the spotlight

The pandemic co-operation agreement signed on 1 June between representatives of Nicolás Maduro’s government and Juan Guaidó’s opposition was hailed in some quarters as a breakthrough in the path towards a peaceful solution to Venezuela’s long-running political crisis. In reality, this pact was more indicative of the unique extent of the humanitarian danger posed by the coronavirus (Covid-19) pandemic than some sea change in the country’s political climate; and yet, it is unquestionable that the threat of the virus has cast Venezuela’s crisis in a new light, and will have significant ramifications in both the political and humanitarian spheres.
