BRAZIL: Fragmentation of congress deepens

Brazil’s already fissiparous congress is becoming even more fragmented. Two members of the so-called ‘centrão’ bloc of centrist parties on which the federal executive led by President Jair Bolsonaro relies to advance legislation, have announced that they are abandoning the ‘blocão’ grouping in the federal chamber of deputies that had been voting as a bloc on key legislative initiatives. The departing parties say that in their view the blocão has served its purpose and that they are now prepared to act more autonomously ahead of November’s municipal elections. This suggests that the Bolsonaro executive could struggle to advance its legislative agenda and even suffer governability problems until the end of year.
