PARAGUAY: Fatal security operation attracts international scrutiny

The death of two minors at the hands of the security forces during an operation targeting the Ejército del Pueblo Paraguayo (EPP) guerrilla group has put the Paraguayan government led by President Mario Abdo Benítez in the international spotlight. Concerns that the security forces acted with disregard for the rights of the potentially foreign victims, and that the authorities are trying to cover this up, has attracted unwanted outside attention. The demands for explanations by the Office of the United Nations High Commissioner for Human Rights (OHCHR) have upset the government, which has defended the actions of the security forces and rebuffed the OHCHR. The case and the spat with the international body could severely affect the Abdo Benítez administration’s image.
