SOUTH AMERICA-US: Unasur agrees to condition foreign military presence

Contrary to what has been suggested in much of the media coverage, the meeting of the South American defence council on 27 November did come up with responses to the thorniest items on its agenda. It imposed obligations on Unasur members regarding agreements involving the presence of foreign bases or forces, the use or threatened use of force and the harbouring or tolerance of terrorists. It also committed itself to establishing mechanisms to verify compliance with these commitments.
