Mexico’s President Andrés Manuel López Obrador on 19 August attended with his cabinet the LIX plenary meeting of the national conference of governors (Conago) in San Luis Potosí, the capital of the eponymous state. During the meeting, several agreements were reached regarding security, health, education, and the economy. One of the most important agreements refers to the fiscal coordination law (also known as the ‘fiscal pact’), which dates from 1978. The fiscal pact outlines the formula through which taxes collected across the country are sent to the federal finance ministry (SHCP), which in turn redistributes them among the country’s 32 states.
