Venezuela's President Hugo Chávez made headlines on 8 November when
he told his countrymen to 'prepare for war'. It was hardly the first time he had
done this, but neighbouring Colombia chose to interpret this as an imminent
threat worth reporting to international organisations. Over the previous month
Venezuela had arrested suspected Colombian spies and 'paramilitaries' allegedly
acting on Bogotá's orders, and had ordered the deployment of military units in
border areas. Venezuela followed with a buildup that went beyond the rhetorical,
prompting claims on both sides that a 'pre-war' situation had been
