Climate change and environmental issues have been growing in significance over the last decade. In Latin America there is an intense debate between those who are sceptical over the reality of anthropogenic (human-caused) climate change, and those on the other hand who are convinced that it is happening and argue for major interventions to limit global warming and its harmful effects. The combination of the Covid-19 pandemic, the current deep recession, and climate change effects such as droughts, storms, and forest fires, is causing a threefold crisis for the region. It has led various political leaders to support the idea of a green recovery or of “building back better”. Their argument is that the energy transition - a move away from fossil fuel-based energy and towards renewable sources such as wind and solar – should be accelerated in this crisis, rather than put on hold. There is an emerging focus on responding to rising unemployment by promoting investment, training, and jobs in the green economy.
