BOLIVIA | New-look security
legislation. On 13 January defence minister Walker San Miguel announced
that he had submitted a package of 15 bills to congress, reforming the entire
defence sector. The centrepiece of this package establishes a system of
comprehensive security and defence of the state, with what the minister
described as a vision 'that goes beyond the traditional concept of public order'
to include the political, state, economic, cultural, social and human
areas.
