COSTA RICA-NICARAGUA | New bilateral ructions. In the last week of February the government of Costa Rica applied to the International Court of Justice (ICJ) at The Hague for 'non-party' admission to the dispute between Nicaragua and Colombia a over their maritime boundaries. It said it had found that both parties to that dispute had been advancing arguments that affected Costa Rican interests. Nicaragua, it noted, had submitted documents and maps that differ from the maritime boundaries of what Costa Rica considers its territorial waters and exclusive economic zone.
