EL SALVADOR: Police independence back under scrutiny

Much of the response by the executive led by President Nayib Bukele to the coronavirus (Covid-19) pandemic has been overshadowed by its power struggles with the judiciary and opposition-controlled legislature - in part over the lack of transparency surrounding the disbursement of state funds [WR-20-28]. The attorney general’s office (FGR) has now become the latest institution to incur Bukele’s wrath as it begins to investigate these claims. Efforts by the national police (PNC) to obstruct these investigations have also reignited concerns regarding the PNC’s independence which already emerged in February with the deployment of security forces to congress - an event dubbed ‘9F’ which met with international condemnation [WR-20-06].
