MEXICO-US | Calderón shifts policy discourse. On 20 May President Felipe Calderón addressed a joint session of the US congress. The most significant feature of his speech was the least noticed: he dropped his standard rhetoric about a “war" on crime and highlighted instead the objective of restoring the rule of law. He also acknowledged that the use of the military in the campaign against the drug cartels had to be temporary (thus pre-empting legislation already half-approved by the Mexican congress).
