late June and the detonation of what appeared to be a car bomb in Ciudad Juárez
in mid-July led many analysts, pundits and headline writers to proclaim that
drug-related violence in Mexico was entering a new phase, with terrorist
bombings and assassinations of public figures among its prominent features. The
