PERU: UN condemns human rights violations

In an interview with national newspaper La República this week, Peru’s interior minister José Elice discussed the prospect of police reform, claiming that “there is a culture within the police institution that needs to change, but that does not necessarily mean that the police way of thinking needs to be radically changed”. A report published by the Office of the United Nations High Commissioner for Human Rights (OHCHR) on 12 January seemed to suggest that the problem may be more deep-rooted, denouncing widespread human rights violations by the police during protests in November 2020 as part of an ongoing pattern of police violence, and urging the authorities to identify and address the “structural causes of human rights violations during the protests”.
