COLOMBIA: New protocol issued for policing of protests

A decree issued by Colombia’s government on 5 January introduced a new protocol regarding “the use and verification of the legitimate force of the state, and the protection of the right to peaceful protest”. These stricter regulations had been ordered by a supreme court (CSJ) ruling issued in September 2020, which condemned “the systematic, violent, and arbitrary intervention of state forces in demonstrations and protests”, and called on the government led by President Iván Duque to prepare “a statutory law that regulates the scope and limitations of the right to protest”, to be published within 30 days [WR-20-38].
