BRAZIL: A new round of emergency aid under discussion

At the beginning of February, Brazil’s bicameral congress returned from recess for a new legislative year under new leadership [WR-21-05]. With allies now in charge of setting the congressional agenda, the government led by President Jair Bolsonaro hopes it will be able to advance its legislative programme, which has remained stalled over the past year due to both the coronavirus (Covid-19) pandemic and a lack of support in congress. However, the most-discussed issue currently is the reinstatement of a government handout to help during the pandemic, an item which did not feature on the long wish-list that Bolsonaro presented to congressional leaders last week.
