Introduction

A leading global trend of 2020 was the emergence of police violence as a matter of mainstream political debate. Police brutality has long been a problem in the Andean region, and while this is far from the first time that the topic has been put under the microscope, there are increasingly signs that this debate may have finally moved beyond civil society forums and into the halls of power, with reform agendas spurred on by the momentum of collective action across Latin America, and indeed across the world. We begin this February edition of the Latin American Regional Report: Andean Region by considering the situation and progress towards police reform.
