PARAGUAY: Familiar problems

A deadly prison riot in Paraguay has revived discussions over the problems that the country’s overcrowded prisons face, putting pressure on the government to step-up its promised reforms to the penitentiary system. Meanwhile Arnaldo Giuzzio, who was appointed interior minister after a cabinet shake-up in late January, has sworn to improve Paraguay’s equally flawed police force.
