COLOMBIA: An uphill struggle for Duque’s tax reform

The tax reform bill that Colombia’s government presented on 15 April has drawn stark divisions in congress and prompted anger from trade unions, who have called a national strike in response to what they see as an excessive fiscal burden on lower income groups. The government argues that the proposed reform will significantly reduce extreme poverty and create funds to tackle climate change. Coming ahead of next year’s general elections, this is an ambitious goal for a government viewed as having exhausted much of its political capital.
