HAITI: Another prime minister resigns

Haiti’s President Jovenel Moïse last week named Foreign Minister Claude Joseph as his sixth prime minister since taking office in February 2017 after Joseph Jouthe resigned, just over a year into the post. Jouthe gave no official reason for his decision but it has been widely linked to the escalating security crisis which has seen a 200% rise in kidnappings over the past year, a high-profile prison break, and police dissent [WR-21-13]. The changes at the top occur amid the political crisis stemming from the dispute over Moïse’s term limits which the opposition maintains expired in February. This has fuelled mass protests calling for his departure, before general elections and a contentious referendum on a new constitution.
