GUATEMALA: Top judge blocked from taking up post

The failure by Guatemala’s congress to swear-in justice Gloria Porras, who was recently reappointed to the five-member constitutional court (CC), has reignited concerns regarding judicial independence. Describing the justice, who had sat on the court for the past decade as being “renowned for her decisions regarding protection and guarantees of human rights and the rule of law”, the United Nations (UN) Special Rapporteur on the independence of judges and lawyers, Diego García-Sayán, was among those to signal alarm. It comes as the appointment of Porras’s colleagues has already fanned fears regarding the new composition of the top court [WR-21-12].
