A new national electoral council (CNE) was formally installed in Venezuela on 4 May. The overtly politicised CNE had long since lost credibility. This will not be fully restored by the changes undertaken by the government-controlled national assembly. The five-strong CNE is not stacked with Chavistas but they will still hold a majority.
