COLOMBIA: Protests take their toll

Colombia’s protests are showing no signs of abating. President Iván Duque suffered a cabinet casualty this week when his foreign affairs minister, Claudia Blum, tendered her “irrevocable” resignation in the face of international criticism of his government’s handling of the protests, with the death toll now surpassing 40. The economic ramifications of the government’s failure to negotiate a politically palatable tax reform are also being felt: Colombia has been stripped of its coveted investment grade rating. Congress also threw out a health reform, which protesters had opposed.
