EL SALVADOR: Looking beyond Washington

An agreement “without conditions”. This was the response by President Nayib Bukele to a cooperation agreement with China ratified by El Salvador’s national assembly last week. Bukele’s emphasis on the lack of strings attached is a clear dig at the new US administration led by President Joe Biden which, having stressed the importance of good governance and respect for the rule of law in its US$4bn plan for Central America, is increasingly making known its discontent with the Bukele government over democracy-related issues. These concerns have intensified following the legislature’s recent dismissal of the supreme court’s constitutional chamber (SC) and the attorney general [WR-21-18].
